As estratégias, os modelos de negócio não são eternos, são sempre transientes. Independentemente da nossa adesão ao euro ou não, as nossas empresas habituadas a competir pelo preço nunca teriam hipóteses assim que a China entrou na OMC... recordem a tabela.
Mesmo que a nossa empresa, mesmo que o nosso país não mude... o mundo muda e não quer saber de nós. O mundo não existe para nos servir, nós é que existimos para servir o mundo... e o resto é treta.
Como gosto de fazer paralelismos entre a economia e a biologia, como ainda ontem fiz aqui, como não olhar para esta figura:

Eric Beinhocker no seu livro "The Origin of Wealth" escreve:

If one inventoried all the types of products and services in the Yanomamô economy, that is, the different models of stone axes, the number of types of food, and so on, one would find that the total number of SKUs in the Yanomamô economy can probably be measured in the several hundreds, and at the most in the thousands. Voltando ao livro de "The Rational Optimist" de Matt Ridley, é a partir da página 77 que encontro uma ideia verdadeiramente nova para mim:

The bigger the connected population, the more skilled the teacher, and the bigger the probability of a productive mistake. Recebia uma carta dos States com a factura pro-forma, ía ao banco e pedia um cheque. Recebia o cheque e enviava-o pelo correio para os States.... finalmente recebia o livro, ou a revista. Hoje, temos a internet, temos a Amazon, temos a biblioteca científica on-line em qualquer universidade, temos a Gigapedia, temos os blogues, temos o twitter... Lembro-me da surpresa que tive, ao folhear o primeiro número da HBR que subscrevi, em 1990 ou 1991, uma revista em que Peter Drucker respondia a cartas de leitores... Peter Drucker?! Hoje, Tom Peters faz retweets de comentários meus.

As primeiras 75 páginas lêem-se bem mas o autor plissa um bocado. A grande mensagem das primeiras 75 páginas aprendi-a, ou antes, tomei consciência dela, com Beinhocker: a economia é um desenvolvimento evolutivo criado pelos humanos, tal qual o sonar nos morcegos ou as pintas do leopardo.

E agora imaginem a vida de um consultor/auditor/formador que contacta 30/50 empresas por ano, que lê livros e revistas, que acede à internet... desde o primeiro ano da minha vida como consultor/formador o que mais me arrepiou foi o perceber o quanto se cresce mentalmente no espaço de um ano com a quantidade de interacções e experiências, quando comparado com cada um dos 8 anos anteriores a trabalhar por contra de outrem em empresas.
Ontem, em comentário a este postal o Carlos lembrou esta canção:
. E em boa hora o fez, a letra da canção é uma adaptação do início do Capítulo III do Livro do Eclesiastes. (BTW, trata-se de um livro que costumo citar em algumas das minhas acções de formação e que também já citei por aqui "Vaidade! É tudo vaidade!")

Para quem vê o mundo de forma linear, para quem só sabe enunciar as regras do xadrez e descrever à posteriori qual foi a jogada de uma empresa e como é que o mercado reagiu, ou seja, para lanchesterianos que só olham para os custos e não percebem a alquimia da originação de valor o mundo só tem um sentido... ("You cannot prove a new idea in advance by inductive or deductive reasoning")

Nesse mundo, o papel dos gestores, resume-se a replicar a actuação de Hans Solo quando se encontrava preso numa sala em que as paredes se estavam a aproximar para o prensar. A prensagem parece inevitável, só há um caminho, aguentar o mais possível, atrasar o mais possível o aperto final.

Para essa gente, a letra da canção devia fazer-lhes abrir os olhos e limpar os ouvidos como se estivessem na sua estrada de Damasco...

Basta olhar para um campo sem intervenção humana para perceber a resposta. A Natureza tem horror à monotonia, a Natureza favorece a biodiversidade e esta é a base da resiliência.

Beinhocker no seu livro "The Origin of Wealth" conta as experiências sobre mundos simulados (de Kristian Lindgren) e sobre a transiência das estratégias... todas as estratégias vencedoras são transitórias... e duram cada vez menos.

Por isso, se as empresas e os gestores públicos não estiverem reféns de modelos mentais obsoletos que tiveram o seu dia de glória, e mantiverem a cabeça aberta e em modo "search" continuamente, poderão encontrar uma alternativa. Há sempre uma alternativa, sempre houve, desde que não nos agarremos sentimentalmente ao que funcionou no passado, ou que não estejamos a contar com uma qualquer renda garantida directa ou indirectamente pelo Estado.

Mesmo este postal de há minutos "Para quem o mundo é simples e linear" traduz esta realidade... aquilo que a linguagem popular usa depreciativamente mas que eu uso aqui com sentido positivo "Há mais marés que marinheiros!!!"
Na parte I recordei o que significa apostar tudo na exploitation em detrimento da exploration, e escrevi:

Entretanto, no livro "The Design of Business - Why Design Thinking Is the Next Competitive Advantage" de Roger Martin encontro:

"If the goal of the reliability-oriented business is to ensure that tomorrow consistently and predictably replicates yesterday, then it follows that the business will be organized as a permanent structure with long-term ongoing job assignments (Moi ici: Até tremo a ler isto... esta confiança no permanente... um reich que durará mil anos). Daily work will consist of a series of permanent, continuous tasks: make stuff, sell it, ship it, follow up with customers, and service the installed base. There are few if any limited-term projects on the organizational chart, and for good reason.

Roger Martin cita um artigo de Mihnea Moldoveanu, "Reliability Versus Validity: A Note on Prediction" de onde destaco:

Aqui e aqui abordei o tema da fitness landscape ou business landscape em permanente mutação, e também já abordei o Jogo da Vida de Lindgren, permanentemente há picos elevados que caminham para depressões e vice-versa, depressões que crescem para picos.
"Once a company hits a winning formula, it tries to exploit it to the fullest. And therein lies the trap. “The problem is, exploitation has diminishing returns. And by focusing on what it already does, the company puts itself at risk of missing new opportunities and avoiding disasters that come from big changes in the environment. They had lots of past data to suggest they should keep making pick-ups and SUVs through 2008. As nossas empresas que não mudaram nada, que continuaram agarradas ao passado, que não viram ou não quiseram ver o mundo a mudar... estavam à espera de quê?
"Rather than preparing executives to face the strategic uncertainties ahead or serving as the focal point for creative thinking about a company’s vision and direction, the planning process “is like some primitive tribal ritual,” one executive told us. “There is a lot of dancing, waving of feathers, and beating of drums. .

Para quem acredita que as estratégias são eternas e, para quem acha bem que o estado português financie experiências de multinacionais, convém ler este trecho:

"Strategies, and especially business concepts, tend to follow a common life cycle. They start as new and unproven, and it takes some time before the development gains speed. Then there is a period of steady growth. At the top of the cycle it is time for harvest; the prospects for high earnings have never been better, and will not improve in the future as the concept stagnates, declines and finally dies. It is wise to check the present place on this cycle of your strategies and business concepts. This is particularly interesting if you combine it with an assessment of whether you or your competitors have (or can have) the prerequisites to improve or even achieve a unique position. … It shows (a figura) that the company had a huge problem, as the strategy that had made the company a success is in the extreme top-right position. There were some other strategy suggestions that offered great opportunities for the company; they were more likely to succeed than those of the competitors, and they were also at the stage where the development was gaining speed and could be accelerated. The competitors had certain advantages when it came to other strategies at the same stage of the development cycle; these strategies could be adopted by the company, but there would be a great deal of work to be done to catch up with the competition. Then there were some high-risk strategies that might offer advantages in due course, but they were new and as yet unproven. Algo na mesma linha do que escreveu Suzanne Berger e Eric Beinhocker, deste último recordo esta poesia retirado do fabuloso livro "The Origin of Wealth":

"Soon, something else began to happen in the pulsing soup of strategies— innovations began to appear. Mutations that added genes caused agent memory sizes to grow, thus enabling the agents to look further back in history and devise strategies that were more complex. Many of the mutants were nonsensical strategies that died off quickly. But, in general, more memory is a big advantage, and new strategies that were successful began to emerge and reproduce. … So who was the winner? What was the best strategy in the end? What Lindgren found was that this is a nonsensical question. In an evolutionary system such as Lindgren's model, there is no single winner, no optimal, no best strategy. Rather, anyone who is alive at a particular point in time, is in effect a winner, because everyone else is dead. To be alive at all, an agent must have a strategy with something going for it, some way of making a living, defending against competitors, and dealing with the vagaries of its environment. … Likewise, we cannot say any single strategy in the Prisoner's Dilemma ecology was a winner. Lindgren's model showed that once in a while, a particular strategy would rise up, dominate the game for a while, have its day in the sun, and then inevitably be brought down by some innovative competitor. Sometimes, several strategies shared the limelight, battling for "market share" control of the game board, and then an outsider would come in and bring them all down. During other periods, two strategies working as a symbiotic pair would rise up together—but then if one got into trouble, both collapsed.”

Porque as estratégias não são eternas, porque a realidade é como uma corrente em permanente movimento, não basta o conhecimento tácito. Há que dominar o conhecimento codificado.
Daniel Bessa já escreveu esta mesma mensagem na sua habitual coluna, na primeira página do caderno de economia do Expresso, o dinheiro canalizado para as empresas do passado é dinheiro que não vai para as empresas com futuro. Isto a propósito das palavras de Fernando Ulrich no P&P "Apoios a empresas do passado gerariam mais riquezas em empresas inovadoras"

Em boa verdade não há empresas do passado, porque não há sectores obsoletos. O que há são empresas do passado porque são geridas com base em estratégias que ficaram obsoletas.

Quem acompanha ao longo de décadas o desempenho de n empresas por vezes é surpreendido, umas vezes conhece-se uma empresa e sai-se de lá a respirar confiança e projecção no futuro e... anos depois a empresa fecha. Conhecem-se empresas e sai-se de lá desconfiando da sua viabilidade e ... 10 anos depois, apesar de Carvalho da Silva, continuam de porta aberta.

Por isso é perigosa esta classificação à priori sobre quem tem sucesso é perigosa. Por que a vida não é justa nem injusta, a vida não tem moral, é como julgar moralmente um leão por caçar uma gazela. A vida, a competição entre organizações, é como um jogo de futebol... por vezes, David consegue mesmo sobreviver e até prosperar enquanto que o promissor Golias soçobra.

Apesar de todos estes ses e perhaps é verdade, também concordo que sim, que demasiadas vezes o dinheiro é usado para atrasar o inevitável, apenas.

Por exemplo, as empresas de construção, tal como elas existem hoje, no número e dimensão, com o modelo de negócio que seguem, com a quantidade de mão de obra, são empresas do passado ou do futuro?
.
Fernando Ulrich é permeado pela veia portuguesa entranhada no seu modo de pensar quando entra neste campo "prioridade para o próximo Governo, a definição de uma "estratégia de fomento do investimento em Portugal, um tema fundamental para a criação de riqueza"", a crença no Grande Planeador, a crença no Grande Geometra, a crença numa estratégia... não há uma estratégia, há um ecossistema de estratégias, há biodiversidade de estratégias, há estratégias que nascem e morrem permanentemente, por isso é que a definição de uma estratégia é um wicked problem.

Ulrich que saboreie o capítulo quatro dessa obra magistral "The Origin of Wealth" de Eric Beinhocker, onde as simulações em mundos virtuais mostram como as estratégias são transientes, e já agora, no capítulo quinze uma pergunta que Beinhocker faz é "How bushy is your strategy tree?" Quando a incerteza reina é preferível uma rede de estratégias em vez de uma só estratégia.

calro que não me posso esquecer de Lindgren e dos seus modelos.
Porter no seu famoso artigo “What is strategy?” (na Harvard Business Review em 1996) deu várias respostas à pergunta do título, em função de várias ângulos de abordagem.
Muitas vezes os crentes no Grande Planeador, no Grande Geometra, no Estado que tudo planeia e decide com superior capacidade reclamam que em Portugal falta uma estratégia unificadora, mobilizadora, etc.
Por princípio não acredito na existência dessa Grande Estratégia. O mundo é demasiado complexo e demasiado instável para que seja possível desejar uma única estratégia e que ela seja válida por muito tempo. Acredito sim, num ecossistema de várias estratégias em permanente mutação, umas resultam, com mais ou menos sucesso, e depois desaparecem para dar lugar a outras ainda mais competitivas num ambiente que entretanto se alterou… hum… sinto que não estou a ser original… Beinhocker descreve bem este ecossistema de estratégias ao escrever sobre o dilema do prisioneiro e o jogo da vida dos modelos de Lindgren (delicioso).
Mas se não existe essa tal de Grande Estratégia podemos equacionar alguns princípios básicos que deveriam ser respeitados, como aquele “First, do no harm!”
Deming assentou a sua filosofia de gestão em 14 princípios. O primeiro deles todos é fundamental.
Fundamental para uma estratégia, qualquer que ela seja e qualquer que seja o ângulo de abordagem: Constância de propósito!!!
Constância de propósito!
Constância significa agir como o cão que morde a perna do ladrão e não larga, e não larga, e não larga. Assumir uma estratégia significa, e implica, assumir algumas contrariedades como um custo necessário para conquistar um ganho superior. Se uma estratégia não tem um custo, se uma estratégia não obriga a fazer opções contraditórias, então, de certeza que é uma estratégia que pode ser facilmente copiada e replicada e, por isso, não vai trazer diferenciação nenhuma.
Escrevo tudo isto por causa da sucessão de notícias que tenho apanhado nos jornais nos últimos dias e que retratam muito bem essa inconsistência estratégica:
Neste postal “O que dizer da nossa competitividade”reflecti sobre o perigo de aumentar salários sem o correspondente suporte num aumento da produtividade, pois tal corrói a competitividade de uma indústria. No final desse postal chamei a atenção para a defensibilidade do argumento: se as empresas não podem suportar salários superiores, então devem fechar. É um argumento razoável, embora esta altura seja a pior para o pôr em prática. Mas se se decidir pô-lo em prática … a constância de propósito implica que deve ser levado até às últimas consequências. O que acontece é que os políticos tomam as decisões, como eu jogo bilhar… quando jogo bilhar só consigo jogar a pensar naquela jogada. Um profissional do bilhar quando pensa na jogada que vai fazer, equaciona e prepara já o terreno para as jogadas seguintes.
Aumentos de 5% impostos numa época de crise, com as encomendas a baixar e as empresas a fechar (já em Novembro do ano passado se escrevia isto: “Indústria têxtil já perdeu 170 milhões em 2008”
A altura pode não ser a melhor, mas ao promover e incentivar o encerramento das empresas estaremos certamente a contribuir para premiar as empresas mais bem geridas e para fechar as empresas que seguem estratégias ultrapassadas “Têxtil e vestuário: Maioria continua a "trabalhar a feitio" (no JN de ontem)
Contudo, depois, vem aquela impressão na barriga dos políticos, aquele tremer das pernas, quando percebem, só então é que percebem, as consequências das suas decisões. E, em vez de constância… começam a remendar e remendar e remendar.
Como é que querem ter estratégia se não têm coragem de assumir o lado negativo das opções que tomam?
No artigo do Público pode ler-se:
“A elaboração de uma política fiscal e de encargos sociais "especial e limitada no tempo" é uma das recomendações propostas ao Governo pelo grupo de trabalho da Assembleia da República que acompanhou a Indústria Têxtil e de Vestuário (ITV). No relatório final deste organismo, aprovado por unanimidade, é apontado um período de dois a três anos, para ajudar a sustentar a competitividade do sector face aos ajustamentos de mercado.
As preocupações manifestadas no relatório prendem-se com a necessidade de existirem políticas públicas que possam "garantir a sustentabilidade de uma indústria marcadamente exportadora", onde a qualificação e valorização salarial dos recursos humanos merece também referência. “
Primeiro impuseram aumentos salariais de 5% quando as empresas têxteis na EU 27 conseguiram em 2008, segundo a Euratex com base em dados do Eurostat, aumentar os preços de fábrica em +1,4% no caso do têxtil e +0,1% no caso do vestuário, e tiveram menos 10,6% de encomendas de têxtil e menos 1,6% de vestuário. Ou seja, tornaram a vida mais difícil para as empresas num ambiente económico já de si difícil… e agora lançam as mãos à cabeça e propõem regimes especiais transitórios… ou seja, promovem a viciação… vão dat soro de uma forma que nada tem a ver com o negócio. Assim, não criam nenhum incentivo para melhorar o negócio, criam sim um incentivo para melhorar a lobby e a capacidade de influenciar decisões políticas futuras.
"The Invisible Hand, Trumped by Darwin?" . "Smith is celebrated for his “invisible hand” theory, which holds that when greedy people trade for their own advantage in unfettered private markets, they will often be led, as if by an invisible hand, to produce the greatest good for all. The invisible hand remains a powerful narrative, but after the recent economic wreckage, skepticism about it has grown. My prediction is that it will eventually be supplanted by a version of Darwin’s more general narrative — one that grants the invisible hand its due, but also strips it of the sweeping powers that many now ascribe to it." . Uma previsão fácil de fazer, sobretudo depois de ler "Origin of Wealth: Evolution, Complexity, and the Radical Remaking of Economics" de Eric D. Beinhocker.

Hoje, traz uma diatribe contra a Economia Neoclássica e a sua mania do equilibrio. Apreciei sobretudo este apontamento (à tia de Cascais): . While he tried to overthrow macroeconomics shibboleths like Say’s Law, he continued to accept not merely the microeconomic concepts such as perfect competition, but also their unjustified projection into macroeconomic areas—as with his belief that the marginal productivity theory of income distribution, which is fundamentally a micro concept, applied at the macro level of wage determination. From this failure to expunge the microeconomic foundations of neoclassical economics from post-Great Depression economics arose the “microfoundations of macroeconomics” debate that led ultimately to rational expectations representative agent macroeconomics, in which the economy is modelled as a single utility maximising individual who is blessed with perfect knowledge of the future. . Fortunately, behavioural economics provides the beginnings of an alternative vision as to how individuals operate in a market environment, while multi-agent modelling and network theory give us foundations for understanding group dynamics in a complex society. They explicitly emphasise what neoclassical economics has evaded: that aggregation of heterogeneous individuals results in emergent properties of the group which cannot be reduced to the behaviour of any “representative individual” amongst them. These approaches should replace neoclassical microeconomics completely. . The changes to economic theory beyond the micro level involve a complete recanting of the neoclassical vision. The vital first step here is to abandon the obsession with equilibrium. The fallacy that dynamic processes must be modelled as if the system is in continuous equilibrium through time is probably the most important reason for the intellectual failure of neoclassical economics. Mathematics, sciences and engineering long ago developed tools to model out of equilibrium processes, and this dynamic approach to thinking about the economy should become second nature to economists. ... The economic theory that should eventually emerge from the rejection of neoclassical economics and the basic adoption of dynamic methods will come much closer than neoclassical economics could ever do to meeting Marshall’s dictum that “The Mecca of the economist lies in economic biology rather than in economic dynamics” (Marshall 1920: xiv). . As Veblen correctly surmised over a century ago (Veblen 1898), the failure of economics to become an evolutionary science is the product of the optimising framework of the underlying paradigm, which is inherently antithetical to the process of evolutionary change. This reason, above all others, is why the neoclassical mantra that the economy must be perceived as the outcome of the decisions of utility maximising individuals must be rejected." .

Por isso é que as estratégias intuitivas, baseadas no preço-baixo que resultaram tão bem na década de 80 e na primeira metade da década de 90 do século passado, falharam clamorosamente quando o mundo mudou, com a abertura da economia na Europa de Leste e com a adesão da China à organização mundial do comércio.

É a competição económica que assegura a cooperação entre os actores económicos. Algo na linha da ideia de Tom Peters de que quem faz mais pequenas experiências, sujeitas a pequenos erros, aprende mais depressa e tem mais hipóteses de tropeçar no sucesso antes dos mais conservadores.

Trata-se de mais uma possível abordagem, mais fácil para grandes empresas.

Assim que uma hipótese estratégica, que uma experiência, se revela errada, é preciso o distanciamento para lhe cortar o financiamento rapidamente, para que este seja canalizado para as hipóteses bem sucedidas. E isto é demasiado perigoso para quem está próximo da acção, há muito esforço e empenho investido.

Assim, continuo a achar que estas abordagens para vencer o paradoxo estratégico são mais fáceis de aplicar a grandes empresas mas pouco úteis para PME's pouco capitalizadas e com poucos recursos humanos com capacidade para viver experiências fora do corpo.

Agora percebo, como é que um professor universitário, como é que um doutorado em economia, pode, em nome do Bloco de Esquerda, advogar e defender barbaridades económicas.
A leitura do livro “The origin of wealth” de Eric Beinhocker, ao chegar ao décimo quinto capítulo, intitulado “Strategy – Racing the Red Queen”, inicia a quarta parte “What it Means for Business and Society”.
Praticamente todas as páginas, deste capítulo, ficaram repletas de sublinhados e anotações. O autor convida-nos a encarar cada empresa com uma experiência no espaço dos Planos de Negócio; umas têm sucesso e são amplificadas e outras falham e desaparecem. As empresas têm uma desvantagem intrínseca, não podem ter a mesma diversidade de Planos de Negócio que as contidas no mercado como um todo. “Nor can they ever perfectly mirror the selection pressures of actual markets or have the nearly infinite resources of capital markets to invest in amplifying and scaling up Business Plans that succeed. From the unsentimental perspective of the evolutionary algorithm, businesses are just experimental grist for the evolutionary mill.”
Esta última frase é chave… já imagino o mesmo raciocínio aplicado aos regimes políticos que governam cada uma das sociedades. Os políticos, enredados na Teoria Económica Tradicional aspiram a uma realidade económica em busca do equilíbrio, quando na vida real a realidade económica é um sistema. Composto por n organismos sujeitos a um ritmo evolutivo semelhante ao existente, na vida animal, entre predador e presa. Uma “guerra” que nunca acaba.!!!
E quando uma empresa, quando uma sociedade é bem sucedida, nunca o é por muito tempo, aquilo que hoje resulta amanhã está ultrapassado. Assim, quando as sociedades não reconhecem que já não respondem tão bem aos desafios da realidade, como o faziam no passado e por isso não evoluem (e não é linguagem metafórica) definham, produzem cada vez menos riqueza rumo à bancarrota.
Nos séculos dezassete e dezoito a British East Índia Company era um potentado. Ao seu lado a Microsoft de hoje não passaria de um brinquedo. Mandava num quinto da população do planeta, tinha exército e marinha própria. Estava empossada pela coroa inglesa para declarar guerra quando os interesses dos seus negócios estivessem ameaçados… em 1873 faliu, o mundo mudou e a British East Índia Company não conseguiu acompanhar a mudança.
