No passado Domingo escrevi aqui um postal, Para reflexão, em que referia que a produtividade (euros por hora trabalhada) na Roménia tinha crescido 921% entre 1995 e 2021 (enquanto em Portugal tinha crescido apenas 123%).

Eu recordo a evolução salarial na Lituânia, de Maio deste ano - A caminho da Sildávia ao vivo e a cores, mais um pacotão.
Entretanto, ontem no Pordata analisei os dados sobre a evolução da "Produtividade do trabalho por hora trabalhada (Euro)". Reparem na evolução da produtividade na Lituânia:
Todo o bloco de países da Europa de Leste está a crescer em produtividade muito mais do que Portugal. Mesmo as humildes Roménia (cresceu 921%) e Bulgária (428%).
Ninguém se interroga a sério sobre o que se passa neste país.
É sempre possível piorar!
Em Janeiro deste ano escrevemos Não são elas que precisam de Portugal, Portugal é que precisa delas.
Agora, temos: Portugal entre os países menos competitivos a nível fiscal
Sildávia here we go! População portuguesa está mais pobre e a ficar para trás.Imaginem uma empresa sujeita ao aumento dos custos. Os aumentos podem ser mais rápidos do que a capacidade de criar valor para os suportar. Por exemplo, no caderno de Economia do semanário Expresso da passada semana, no artigo, "Gerir quando quase tudo É "volátil" e "imprevisível"", encontramos este trecho:
"Já em 2022, quando o custo do aço inoxidável aumentou 300%, voltaram a pensar na Herdmar o mesmo mas, mais uma vez, "felizmente, não se verificou". Mas, desde junho, quando terminou o contrato de preço fixo de eletricidade que tinham, a fatura aumentou 500% face ao que pagavam no início do ano, mesmo com os sistemas de produção em autoconsumo que instalaram em 2021."
Agora olhem para a foto que ilustra o artigo, uma foto da Herdmar:
"Por isso é que o economista Leonardo Costa diz que a prioridade do Governo devia ser o aumento da produtividade, a retenção da mão de obra qualificada no país e a melhoria da gestão nas PME, onde "há chefias que têm menos qualificações que os seus trabalhadores", comenta."
Portanto, o aumento da produtividade que o país precisa será obtido à custa da melhoria da gestão nas PMEs existentes, e para isso será fundamental a actuação do governo...
Pois, em A amostra errada mostro como essa ideia está errada. A única actuação que vejo para o governo é a de criar condições para que empresas de outro campeonato encontrem interesse em vir instalar-se na Sildávia do Ocidente. Não cabe aos governos guiar as empresas no aumento da produtividade, ou na melhoria da gestão, não cabe aos governos escolher vencedores. Deixem as empresas morrer!!!

O primeiro-ministro apelou este sábado às empresas para que contribuam para um esforço colectivo de aumento dos salários dos portugueses, para que haja “maior justiça” e os salários médios em Portugal possam aumentar 20%.

“As empresas têm de compreender que se querem ser competitivas a vender, têm de começar a ser competitivas no momento da contratação, se querem, efectivamente, contratar, fixar e atrair o talento que necessitam para poderem ser empresas que produzem, efectivamente, bens e serviços de maior valor acrescentado”, acrescentou." Um texto que desperta várias linhas de reflexão. Uma delas tem a ver com a linha de Avelino de Jesus a emergir contra os "antiquados" como Teixeira dos Santos. Recordar Mea culpa.
Vamos olhar para o desafio através de uma matriz que relaciona a resposta a duas perguntas:
Os ignorantes, como o presidente da república, acham que as empresas não aumentam os salários porque não querem. Os ignorantes acham que as empresas nadam em dinheiro e não querem partilhá-lo:
"Marcelo Rebelo de Sousa diz que os salários têm de acompanhar o crescimento da riqueza do país."
O presidente que achava que as 35 horas semanais na função pública não iam aumentar os custos, acha que o país está a enriquecer... Ricardo Reis tem de aprender economia com ele - A caminho da Sildávia ao vivo e a cores, mais um pacotão.
O que é mais interessante, na minha opinião, são as opções 1 e 3. Se as empresas não podem o que têm de fazer?
Recuemos a Abril de 2013, Cargo cult, e às palavras de Avelino de Jesus:

Professor do ISEG diz que actual crise está na origem da baixa produtividade dos trabalhadores de Portugal."
As empresas não podem porque têm uma baixa produtividade, porque geram pouca riqueza, porque geram pouco valor acrescentado.
Assim, o que António Costa quer tem consequências que ele não está disposto a defender. Se ele quer atingir o objectivo de aumentar o salário médio em 20% em 4 anos, então tem de concluir que tem de promover a morte das empresas que não podem, para desviar recursos para as empresas que terão de surgir e podem. Recordar que vivemos no país do Chapeleiro Louco e da violação do 1º Princípio de Deming. Não escrevi este título em 2019 porque me apeteceu, "Espero que não vos tremam as pernas quando as empresas começarem a cair como tordos". Mesmo que ele tivesse coragem para o fazer, será que é moralmente correcto este tipo de activismo?
Sim, basta voltar a ler Reinert e a Teoria dos Gansos:

Ontem no Jornal de Negócios podia ler-se na capa:
Como não recuar de imediato a 2008 e à previsão mais fácil de todas as que foram feitas neste blogue: É triste ... (BTW, em Julho de 2018 Nuno Garoupa escrevia no Público "Quer isso dizer que, dentro de dez anos, com enorme probabilidade, apenas a Bulgária e a Roménia serão mais pobres que Portugal." Sorry, estamos em 2022 e a Roménia está à beira de nos ultrapassar.) Sim:

As exportações dos primeiros dois meses do ano 2022 superam as de 2021 em praticamente todos os sectores económicos. Por exemplo calçado 24%; mobiliário 11%; metalomecânica 9%; têxtil e vestuário 20%; plásticos 30%; borracha 15%; cerâmica 29%; farmacêuticos 13%; fertilizantes 137%, ... (OK, automóveis -4%)
Por exemplo, achei interessante encontrar em "Europe Wants Its Supply Chains Close to Home But It's Complicated" este relato:
"Maia & Borges, a toymaker based in northern Portugal, is on course for 12 million euros (almost $13 million) of revenue in 2022, up from 1.5 million euros in 2019, having won multiple orders from Europe, and the U.S when Asian supply chains were snarled up in the early months of the pandemic. Patricia Maia, chief executive officer, said the family firm will make 10 million toys this year and is building a third factory to cope with demand expected to hit 40 million by 2024. "From a business perspective, we've had a good two years,' she said."
Há menos de um mês escrevi Pergunta sincera, pergunta honesta sobre os dois cenários: com ou sem China. Onde discorro sobre a competitividade sem produtividade. Por fim, volto a Portugal não irá crescer se continuar a “exportar ‘mais do mesmo’”.
Lembrem-se, a culpa nunca é dos empresários no terreno. Esses dão o melhor que podem e sabem, alguns conseguem subir na escala de valor. Devemos sempre recordar o cão dos Baskerville: quem é que não está no terreno e porque não aparecem?
Ainda esta semana foi-me roubada a atenção para esta notícia, por exemplo: "Simoldes investe 45 milhões em nova fábrica em Espanha". Não pela empresa, mas pelo sinal, mas pelo exemplo. Por que acontecem coisas deste tipo?

Como diria a Red Queen, in order to stay in a (competitive) place you have to run very hard, whereas to get anywhere you have to run even harder. Mas to get anywhere, como referem Taleb e Maliranta, é preciso sexo, Sexo, jardineiros, intervencionistas, Taleb e Cavaco Silva (parte III), não como estão a pensar, mas como mecanismo que permite o unlearn e o relearn.

Cavaco veio recordar o facto de estarmos a ser ultrapassados pelos países da Europa de Leste (somos a Sildávia do Ocidente)
Já aqui referi que sou um pessimista-optimista. Quando o povo estiver maduro, mudamos de referencial. Não vale a pena desesperar, há que esperar e ir empobrecendo até que o povo fique maduro.
Não sou bruxo mas já sei o que aí virá.
Lembram-de da primeira maioria absoluta de Cavaco? No dia seguinte, uma segunda-feira, 20 de Julho de 2017, fui à minha primeira entrevista de trabalho. Uma conversa com um alemão que trabalhava na Chocolates Imperial. A certa altura alguém abre a porta, interrompe a conversa e pergunta ao meu interlocutor se ele viu as imagens das peixeiras em Caxinas a agitar as bandeiras do PSD. Lembram-se desse tempo? Lembram-se do que é que Cavaco fez? Libertou a economia e a sociedade das amarras que o PREC revolucionário tinha criado e impediam o país de crescer. Sou desse tempo. Os bancos só podiam ser públicos, só havia a televisão pública, jornais e empresas estavam nacionalizados, ...
Estes anos de geringonça são uma espécie PREC institucionalizado, onde ano após ano a capacidade de criar riqueza é esganada em nome da ideologia.
Quando o povo estiver maduro há-de aparecer alguém que proporá abrir as comportas, libertar os diques e o país voltará a crescer.
Até lá trocar de líderes partidários para melhorar combates de retórica e oratória será mais do mesmo. Mesmo que cheguem ao poleiro, o goa'uld socialista entra dentro deles e fazem o mesmo, só que com a comunicação social assanhada.
Ontem, o meu parceiro das conversas oxigenadoras disse-me que esta história do PRR e do dinheiro da UE para projectos é uma espécie de economia de planos quinquenais. São apresentados projectos feitos em nome das empresas e depois, quem escolhe o que passa e não passa não é o mercado, é uma comissão que avalia os projectos. Quantos empresários, se tivessem o capital consigo, aplicariam o dinheiro nos projectos que apresentam? Quase nenhum, remata ele!
E eu fiquei a pensar na solução grega, aproveitar a bazuka para financiar o estado e baixar os impostos... ou seja, dar ao mercado a capacidade de escolher.

Não escrevo estas coisas porque tenho mau feitio, mas porque tenho um blogue desde 2004. Comecei a escrever o blogue com o propósito de funcionar como um auxiliar de memória (depois a criação tomou vida própria, mas isso é outra estória). E ter memória é um castigo dos Deuses (diziam os gregos antigos).

Mais dinheiro impostado aos contribuintes torrado em delírios da corte lisboeta. Mais pedras no saco às costas das empresas que têm de fazer corridas com empresas de outros países com governos menos atreitos a orgias socialistas.
Isto nunca vai ter fim, este país nem com 5 troikas vai mudar. Ingenuidade pensar que a UE nos ia proteger...

Faz sentido, trabalhar para nichos, subir na escala de valor. A minha receita!
No entanto, produção de 4 milhões de pares de meias por ano, facturação de 6 milhões de euros por ano. Ou seja, preço médio de um par de meias à saída da fábrica 1,5 euros. Parece-me um valor baixo. Quão alta será a tal performance? Por exemplo, trabalhar para a Decathlon? Sorry, low-cost.
130 trabalhadores significa 46,1 mil euros facturados por trabalhador. 130 pessoas para este tipo de produto?! Sorry, não é nicho!
O que me faz espécie é isto:

Qual o salário mínimo na Lituânia? Qual a evolução salarial na Lituânia?
Salário mínimo na Lituânia 642€ versus em Portugal 665€. Qual a evolução salarial na Lituânia? "Lithuania posts 13 percent wage growth for 2020"
Sinto que é um sinal preocupante. Os antigos países comunistas começam a ter um nível de vida demasiado caro para este tipo de produtos. Nos anos 60 e 70 do século passado as fábricas alemãs e francesas fechavam para abrir em Portugal, agora fecham na Lituânia e vêm para Portugal...

Nos últimos dias vi várias referências no Twitter ao tema da baixa produtividade portuguesa. Esta manhã vi que até Paulo Portas terá falado do tema no seu comentário semanal:

Não esqueçam, a produtividade é um rácio. Um rácio de alavancagem. Quanta riqueza consigo criar a partir da que tenho de consumir?

Se há coisa que não gosto é de gente que não analisa os números. Gente que fala de cor e constrói explicações assentes em areia.
Em Junho último em "that model died this year" escrevi:
"México = Marrocos, Turquia, Roménia e Bulgária."
Em Agosto passado em "A caminho da Sildávia, portanto" escrevi:
"No final da conversa João Duque brinda-nos com uma ilustração da ligeireza com que o mundo académico segue a micro-economia. Segundo João Duque o sucesso do calçado nos últimos anos foi baseado no desenvolvimento de marcas... de marcas? Come on! Quantas marcas ganham dinheiro? Quantas marcas ao fim de 5 anos ainda estão vivas? Desenvolver marca é uma forma de sacar dinheiro de projectos europeus, mesmo que bem intencionada, mas que morre quando acaba o financiamento. O que foi desenvolvido e bem foi a marca "Made in Portugal" para que marcas estrangeiras viessem para Portugal aproveitar a sua "uniqueness" da proximidade produção-consumo (rapidez, flexibilidade, qualidade). BTW, mas é outra conversa, esta uniqueness já se foi graças à Turquia, Roménia, Marrocos, Argélia, Tunísia, Bulgária, ..."
Pelos vistos também estava a incorrer num erro, porque não tinha olhado para os números com olhos de ver. Assim, aproveitei o empréstimo que a colega Rita me fez do World Footwear 2020 Yearbook, publicado pela APICCAPS, e olhei para os números.
Primeiro, na tabela que se segue não vamos encontrar a Argélia porque as exportações são residuais, não chegaram a um milhão de pares em 2019.
Afinal a Roménia e Marrocos passaram a década em queda na exportação de calçado. A Tunísia está, ao fim de 10 anos, a voltar ao nível das exportações de 2010. Foram 5 anos a cair com a Primavera Árabe, e 5 anos a recuperar. A Bulgária tem-se mantido estagnada em torno dos valores de 2010.O que ressalta é a evolução turca e albanesa. Em 2010 a Turquia exportava cerca de 75 milhões de pares de sapatos, em 2019 exportou 275 milhões de pares a um preço médio de 3.29 USD. A Albânia em 10 anos duplicou as suas exportações. Presumo, pelo preço médio de cada par, que há ali mão de know-how italiano.
Assim, temos dois países próximos do centro da Europa com custos de produção muito baixos.
