Dois percursos divergentes

"the Sinos Valley in the southern Brazil had a cluster of small shoe manufacturers in the 1960s producing for the domestic market. In the 1980s, buyers from the US arrived and integrated Brazilian firms into the US footwear value chain. This facilitated upgrading as the “US buyers studied the market, developed models and product specifications, helped producers in the choice of technology, and organisation of production, inspected quality on site, and organised transport and payment.” Process and product quality rose. The author note: “The danger of this strategy became evident when Chinese producers undercut Brazilian products in the US market in the early 1990s, and Brazilian producers were faced with sharply declining prices.”

The largest local firms upgraded in terms of production process by not in terms of design and marketing. Local business associations promulgated plans for raising the image of Brazil’s footwear and reinforcing design capabilities, but these came to nought."

Foi isto que sucedeu em Portugal nos anos 80, 90 e 00.

Não me consta que o Brasil tivesse aderido ao euro... não me consta que o Brasil estivesse impedido de fazer batota e não pudesse desvalorizar artificialmente a sua moeda.

O desafio era o nível de custos que se podiam obter na China.

Qual a diferença na evolução do cluster do calçado português e do brasileiro?

Suspeito e especulo que em parte se deve:
  • à proximidade do mercado do norte da Europa, com uma massa crítica de consumidores que apreciam e conhecem um bom produto;
  • ao discurso e acção das respectivas associações sectoriais;
  • reduzidas barreiras alfandegárias no caso português e elevada protecção no caso brasileiro.
