Para que existe o serviço?

Esta notícia "Posto de Turismo em Fátima encerrado em altura de Peregrinação", parece-me um bom exemplo da falta de concentração na finalidade do serviço. Ao ouvir o presidente da câmara de Ourém, interrogo-me:
- Não seria possível pôr em primeiro lugar os picos de afluência e dar folgas nos dias de baixa afluência da mesma semana, ou semanas seguintes?
.
Recordo logo "Switch - acerca da mudança (parte VII)", quando se quer, arranja-se sempre uma alternativa, estabelecem-se prioridades, tomam-se decisões.

Infelizmente, poucas vezes se tem em conta a finalidade dos serviços:

É este racional que também está por detrás de "Autarca de Leiria desafia empresários a criarem mais emprego"... como se o emprego fosse o objectivo em si.

Uma entrevista interessante para quem está no mundo das startups "Brant Cooper: “Experimentation is the most efficient way to work through uncertainty”", contudo, vou sublinhar apenas dois pontos que não se aplicam só às startups:
"if in the first meeting you never mention your product, that’s a good conversation.  When talking about your solution, you are actually asking you customer to help solve your problema, which is developing the right solution. But what you actually want to be doing is solving the customer’s problem! So stop talking about yourself.

the more disruptive the product the more disruptive the funnel must be.  If you think about it, it makes quite a bit of sense.  If you, for instance, créate a radical new peanut butter, but créate the same container, the same existing labeling, and occupy the same super market shelf as all the other peanut butter, why do you think you will succeed.  You appear to be just like all the others! The ability to create passion in a product more often than not goes beyond the product itself. In other words, it’s the product’s Brand – and by that, I don’t mean the Brand identity – logo, tagline, etc. To succeed with a more disruptive product, you must also disrupt something else related to the product that in itself provides value to the customer.  Something in marketing, sales, distribution, support, etc."

Uma outra cláusula nova é esta "4.4.2 Process approach". Contudo, é praticamente tudo o que já estava incluído na cláusula "4.1 Requisitos gerais" da versão de 2008, com uma ligeira diferença.

Interessante, no último projecto ISO 9001 em que estive envolvido, a primeira sessão serviu para isto:

Desenhar uma mapa global sobre a prestação do serviço, como uma sequência de actividades encadeadas cronologicamente (a laranja). Depois, 3 post-its (rosa), cada um com a sua pergunta:
  • o que controlamos?
  • o que pode correr mal?
  • o que deve ser melhorado?

3 perguntas para desenhar uma estratégia

Strategy at one level is about differentiation – meaningful differentiation in the eyes of the target constituencies we’re trying to reach and serve.  To be successful, we have to be able to clearly identify who we’re trying to reach and put ourselves in the place of these people. We’ll need not just to understand their needs as they might express them, but their broader context, how it’s evolving and how it shapes needs that may not even be articulated today.

The ultimate goal of differentiation is to avoid direct confrontation with our competitors...
Too many people still view differentiation as a matter of features and functions in the product or service they are trying to deliver to the market.  Sure, that matters. But it’s the most superficial level of differentiation.  As many observers have recognized, differentiation is much more about the overall experience that the “customer” has with a vendor – both pre-transaction AND post-transaction.  In a world of more and more options competing for scarce attention, being able to increase the return on attention for people is a much more powerful form of differentiation. ISO/CD 9001 (2015) (parte III)

Parte I e parte II.

Vamos agora dar um salto para um tópico que muito me interessa, ou não fosse um tipo do balanced scorecard e das iniciativas estratégicas, que não aprecia a treta da conversa e prefere ver os resultados para avaliar a eficácia do que se fez.

A cláusula "6.2 Quality objectives and planning to achieve them"
.
Os objectivos da qualidade devem ser definidos em função da política da qualidade, alinhados com ela, devem ser relevantes para a conformidade da oferta e a satisfação dos clientes, (aqui devia ser partes interessadas, por causa do que se falou na parte II) e devem ter em consideração os requisitos aplicáveis.
.
Depois, devem ser mensuráveis, monitorizados, comunicados e actualizados quando for apropriado e devem estar documentados
.
Até aqui tudo mais ou menos pacífico. Então, surgem mais estes requisitos explícitos, a empresa deve determinar:

  • o que pretende fazer para os atingir?
  • que recursos vão ser requeridos?
  • quem são os responsáveis?
  • que prazos? 
  • como vão ser avaliados?
Continuamos no bom caminho, mudanças exigentes mas no bom caminho.

Quantas vezes encontro objectivos enunciados mas sem nada escrito sobre como os atingir, por quem, até quando e com que recursos

BTW, o meu sistema de gestão da qualidade ideal está concentrado em 4 pontos:

  • uma estratégia, a política da qualidade é a descrição breve das apostas do mapa da estratégia;
  • um conjunto de objectivos e metas alinhados com a estratégia;
  • um portefolio de iniciativas estratégicas que promovem a transformação do que somos hoje naquilo que queremos que a empresa seja no futuro desejado; e
  • a monitorização e decisão com base no progresso das iniciativas e dos indicadores associados a cada objectivo.

Relação e interacção fazem a diferença

Primeiro, recordar aquela afirmação "Everything is a service", depois:
"It is essential to understand that services are, at the very least, relationships between providers and customers, and more generally, that they are highly complicated networks of relationships between people inside and outside the service organization.
...
Industrialization did not just lead to industrial product thinking. We argue that the industrial mode has also led to the stereotypical “faceless corporations” that are often the subject of frustration and poor experiences for service users, because the industrial mindset is usually all about efficiencies and economies of scale rather than effectiveness of the delivered service. (Moi ici: É o tal último parágrafo aqui mencionado)

This industrial mode is inefficient and ineffective for services. As soon as we forget that people -living, feeling, emotive human beings - are involved throughout the entire chain of events, not just at the moment of use by the customer, things go wrong. (Moi ici: A diferença entre a "vending machine" e a interacção que faz emergir a co-produção e a co-criação)

The successful businesses and public services of the future will foster a more equal and reciprocal relationship with their customers, one that recognizes the customer as a co-producer of the service.

the main things we are trying to measure are people’s relationships to the service and to each other, not efficiency metrics. Services usually involve staff to deliver them, but many are really platforms for creating interactions between other service users.

 Este é o truque para tantas empresas em tantos sectores... fazerem batota. E quando tão poucos fazem batota, fazê-la tem um retorno... impressionante!

Em linha com o muito que já se tem aqui escrito e comentado sobre o futuro dos centros comerciais, este artigo de hoje "Centro comercial de Alvalade regressa amanhã só com lojas de bairro":
"“O objetivo é que seja um centro comercial de bairro, com lojas de serviços e de conveniência e com alguns restaurantes e esplanadas que sirvam tanto os moradores como quem aqui trabalha”, explicou ao Dinheiro Vivo, o diretor do shopping, Miguel Simão."
Proximidade, serviços, interacção, tudo o que a internet e o online não permite.

ISO/CD 9001 (2015) (parte II)

Parte I.

Quem trabalha comigo no desenvolvimento de sistemas de gestão que conciliam o balanced scorecard com a ISO 9001, sabe que em paralelo com a criação do gerador de cenários, procuramos determinar e caracterizar o ecossistema da procura.
.
Quem participa no ecossistema da procura, que papel desempenha, quem são os reguladores, quem são os influenciadores, quem são os prescritores, qual o fluxo da informação, ...
.
Ao analisar a ISO/CD 9001, encontro a cláusula "4.2 Understanding the needs and expectations of interested parties":

  • a empresa deve determinar quem são as partes interessadas relevantes para o sistema de gestão da qualidade e quais os seus requisitos.
Gosto daquele determinar, as partes interessadas não existem e são identificadas. Não, as partes interessadas são definidas, determinadas pela empresa tendo em conta o modelo de negócio que adopta. Como é que os auditores interpretarão aqueles modelos de negócio em que os clientes directos, os que pagam, são prisioneiros do modelo de negócio, por exemplo, dependentes de prescritores. Recordar isto, isto, isto e ainda isto.
.
O projecto de norma refere como exemplos das partes interessadas: os clientes directos, os utilizadores finais, os fornecedores, os lojistas e outros envolvidos na cadeia de fornecimento e os reguladores.
.
Mais um desenvolvimento interessante

Já imagino um auditor, sem experiência de pensamento estratégico, horrorizado com a opção por secundarizar o papel do cliente directo num modelo de modelo de negócio.

Coisas que gostava de perceber

Na página 47 do último World Economic Outlook (Outubro de 2013), publicado pelo FMI encontro, na figura 1.3.3 o seguinte gráfico:
Segundo o gráfico, as exportações portuguesas tiveram um crescimento negativo entre o quarto trimestre de 2008 e o quarto trimestre de 2012.

Estranho, segundo os dados do INE, as exportações portuguesas de bens, entre 2008 e 2012, inclusive, cresceram quase 17%. Ainda segundo os dados do INE, a evolução das exportações portuguesas tem sido:

Curiosidade estatística

A propósito de "Alcatel-Lucent Faces More Job Cuts to Match Competitors" comecei a ler e a abanar a cabeça logo no início:
"Alcatel-Lucent SA (ALU) Chief Executive Officer Ben Verwaayen will need to eliminate an additional 10,000 positions to catch up with more efficient rivals as the unprofitable phone-equipment maker’s cash pile dwindles."
Pensei logo, já estão mortos e nem sabem... enredados na teia do eficientismo.

Contudo, o que me surpreendeu foi isto:
"Alcatel-Lucent’s revenue per employee was 49,700 euros ($63,600)" 
Comparado com:
43,600 euros
O segundo número é obtido dividindo as vendas do sector do calçado português em 2009 pelo número total de trabalhadores do mesmo sector no mesmo ano.

Comparado com:
Mais de 62,000 euros
Que foi quanto a Felmini, empresa de calçado, facturou por trabalhador em 2010.
.
Claro que estamos a falar de um sector, o do calçado em Portugal, com cerca de 24 trabalhadores por empresa, o que em números absolutos representa uma grande diferença. Por outro lado, não tenho números para comparar o valor acrescentado por trabalhador.

Ontem, em entrevista à TSF, o Patriarca de Lisboa meteu-se na política e disse "Patriarca de Lisboa diz que cortes não são éticos nem responsáveis", hoje, leio como é que a rádio da Igreja Católica resolve o assunto "Rádio Renascença quer reduzir salários acima dos 1400 euros brutos"

ISO/CD 9001 (2015) (parte I)

Quando inicio um projecto que concilia o Balanced Scorecard com a ISO 9001, um dos pontos iniciais é a caracterização do espaço competitivo onde a empresa opera.
.
A empresa é uma casca de noz no oceano, a empresa não pode mudar o oceano, mas se perceber quais são as correntes, quais são as marés, como são os ventos, pode procurar posicionar-se de forma a tomar partido do oceano que existe. O oceano é a paisagem competitiva enrugada, o oceano é o contexto onde opera a empresa.
.
Costumamos fazer isto começando por uma análise SWOT. Depois, construímos uma análise PESTEL.
.
A partir das Oportunidades e Ameaças encontradas, conjugadas com os tópicos da análise PESTEL, construímos um gerador de cenários.
.
Neste postal "assistia do seu acampamento, amedrontado, acobardado, aos desafios arrogantes do gigante Golias e..." dou um exemplo.
.
A partir de gerador de cenários e da análise TOWS podemos avaliar que estratégias fazem mais sentido desenvolver e escolher uma delas, tendo em conta o ADN da empresa e a "vontade" da equipa de gestão.
.
Pois bem, o que encontro ao analisar o Committee Draft (CD) da Comissão Técnica 176 da ISO para a futura norma ISO 9001:2015?
.
A cláusula "4.1 Understanding the organization and its context" com a seguinte nota:
"Understanding the external context can be facilitated by considering issues arising from legal, technological, competitive, cultural, social, economic and natural environment, whether international, national, regional or local."
Quantas PMEs estarão disponíveis para esta reflexão?
Quantos consultores estão preparados para co-criar valor com as empresas nesta etapa?
.
E qual é mesmo o propósito da ISO 9001? Por que é que uma empresa implementa um sistema para se certificar? Já não tem a ver com a relação cliente-fornecedor, pois não?
.
Só sou um anónimo engenheiro da província mas acho que esta cláusula, tal como está, mistura conceitos. Coloca ao mesmo nível tópicos que devem ser considerados em momentos diferentes:
  • mudanças e tendências que podem influenciar os objectivos da organização - OK
  • relações com, e percepções e valores das partes interessadas relevantes - NOK, ainda nem definimos quem são as partes interessadas, ainda nem desenhamos o modelo do negócio. Num dado modelo de negócio o cliente pode ser o pivô e, com outro modelo de negócio, o cliente pode ficar para segundo plano
  • governância, prioridades estratégicas e compromissos - NOK, estamos a construir a estratégia, tudo o mais será função dessa estratégia. Concedo, talvez faça sentido para grupos equacionar algumas limitações e compromissos
  • disponibilidade de recursos, prioridades e mudanças tecnológicas - NOK, outra vez mistura de tópicos... o tipo de recursos necessários só faz sentido equacionar, para servir, para facilitar, para suportar uma dada estratégia definida. As prioridades são ditadas pela estratégia
Faz todo o sentido esta reflexão, mas afastamos-nos cada vez mais de uma norma para certificação... o que é bom. Contudo, se não for para certificação, quantas empresas a seguirão?

E se os americanos tiverem ganho a corrida?

Já por várias vezes referi aqui a corrida para o fundo e a subida na escala de valor.
.
As empresas portuguesas, porque temos uma moeda que não flutua à medida das necessidades de curto-prazo dos políticos, só têm um caminho, subir na escala de valor.
.

O século XX começou há 100 anos

Em tempos ouvi uma discussão na rádio em que alguém defendia que o século XX tinha sido um século curto, um que começou em 1914, com a I Guerra Mundial, e acabou em 1989, com a queda do Muro de Berlim.

Olhando para este título, "Um século de produção em massa", não deixo de pensar... 1913, foi nesse ano que começou o século XX:
"A 7 de Outubro de 1913, a produção do modelo que se viria a tornar o clássico dos clássicos mudou para Highland Park."

À medida que nos embrenhamos no século XXI, à medida que Mongo se instala, dando origem a um novo paradigma de consumo e produção, as linhas de montagem vão-se retirando:

É tão bom começar a semana com uma leitura destas:

Big data, pois!

Como eu aprecio estas histórias, sobretudo agora que leio tanto sobre os amanhãs que cantam baseados no big-data
"Imagine that you are a subject in the following experiment, conducted by pioneering behavioral economist Richard Thaler and his colleagues. You are told that you are in charge of managing the endowment portfolio of a small college and investing it in a simulated fi nancial market.
The market consists entirely of just two mutual funds, A and B, and you start with a hundred shares that you must allocate between the two. You can put all of your shares into A, all of them into B, or some into A and the rest into B. You will be running the portfolio for twenty-five simulated years. Every so often, you will be informed of how each fund has performed, and thus whether your shares have gone up or down in value, and you will then have the opportunity to change how your shares are allocated. At the end of the simulation, you will be paid an amount that is proportional to how well your shares have performed, so you have an incentive to do as well as you can. Before the game begins, however, you have to choose how often you would like to receive the feedback and have the chance to change your allocations: every month, every year, or every fi ve years (of simulated time).
The correct answer seems obvious: Give us information, and let us use that information, as often as possible! Thaler’s group tested whether this intuitive answer is right— not by giving people the choice, but by randomly assigning them to receive feedback monthly, yearly, or every five years. Most people initially tried a 50/50 allocation between the funds since they knew nothing about which might be better. As they got information about the per for mance of the funds, they shifted their allocations. Since the simulated length of the experiment was twenty five years, the subjects in the five- year condition got feedback and could change their allocations only a few times, compared with hundreds of times for the subjects in the monthly condition. By the end of the experiment, subjects who only got perfor mance information once every five years earned more than twice as much as those who got monthly feedback.

Parece que estamos a falar de uma commodity vendida a granel. Parece que vinho é vinho!

É disto que me lembro, e da malta da Centromarca, ao ler "Groceries Are Cleaning Up in Store-Brand Aisles" ... quando as empresas, com as marcas de fabricante, com as marcas tradicionais, se concentram no marketing... (btw, recordar isto) e, mais ou menos rapidamente evoluem para um estado em que têm uma linda carapaça, suportada num marketing excelente, mas têm um interior, a oferta, ôca, morta, envelhecida...

Este artigo "You Can Win Without Differentiation", do qual discordo profundamente, fez-me logo associar a isto "Falso artigo científico aceite para publicação por mais de 150 revistas de acesso livre".

Quando falamos em diferenciação não nos referimos exclusivamente ao produto, referimos-nos a tudo.

Ainda ontem, numa empresa, discutíamos a possibilidade de começar a criar a diferença a partir dos bancos da escola, oferecendo histórias sobre casos fora do comum e como foram solucionados.

É a ficção científica a entrar-nos pela quinta

Tirei esta foto durante o meu jogging no passado dia 3 de Setembro.

Infelizmente, não coloquei nada que permita comparar dimensões e, servir de referência para mostrar que o milho está com mais de 2,10 m de altura.
.
Este ano a produção vai ser muito boa! Vê-se nos campos pela altura do milho, os tipos da Dupont, da Monsanto e da Maisadur este ano acertaram... e, pelas conversas que tenho com alguns produtores. Um, em particular, duplicou o rendimento por hectare face ao ano passado.
.
São hectares e hectares de milho que visualizo enquanto corro. Vejo os lavradores a colherem o milho de uns campos e a deixarem para mais tarde o de outros e, interrogo-me, muitas vezes, sobre qual o critério que seguem.
.
Até imagino potencial para serviços de consultoria agrícola onde, há base de sensores simples, conjugando informação sobre o estado das plantas, da terra e as previsões do tempo, os agricultores pudessem ser aconselhados sobre a melhor altura para colherem ou o impacte do nível de rega que estão a dar. Depois, acabo por pensar que é tudo ficção científica e desligo.

Hoje, descubro isto "'Drones Might Be the Future of Food'":
"Drones are going to be one of the biggest sources of big data in one of the biggest industries in the world, which is agriculture. What they do is they take cameras and they put them over fields, and what that gives the farmer is information about water and chemicals and growth patterns. Once upon a time, farmers were able to walk their fields and know what was going on. Then big ag and the consolidation of agriculture created these massive farms. They don't know what's going on in the middle of the field.
You can now see fields through these infrared lenses, which shows the health of the plant, which gives them information that allows them to use water more efficiently and use fewer chemicals."
OK, apesar de extensos, os campos de milho de Estarreja e da Murtosa não são "big ag", mas quem disse que têm de ser propriedade do agricultor? Por que não podem ser propriedade de consultores que viajam pelo país a lidar com proprietários ou cooperativas?

Acerca do planeamento estratégico

Um artigo "Is Strategic Planning Too Focused on the “Negatives”?", uma reflexão que vem de alguém que está no terreno e que já me passou pela cabeça. No entanto, a minha conclusão é diferente.
"I run up against the sentiment that strategic planning is a process that, at its core, is focused on the negatives in business. (Moi ici: Não creio que assim seja, é impossível para uma PME melhorar olhando só para o lado negativo, sobretudo quando é preciso mudar de estratégia) ... Why, I get asked, doesn’t strategic planning focus more on identifying, recognizing and celebrating, and leveraging the successes and strengths an organization has?
...
 “Is the strategic planning process too focused on gaps and should strengths play a bigger role in the process?” (Moi ici: Claro que sim, claro que uma estratégia com possibilidade de contribuir para a melhoria dos resultados tem de começar sempre, sublinho, SEMPRE, pela conjugação das Oportunidades existentes no exterior com as Forças que a PME tem no seu interior, na sua experiência, no seu ADN)
...
this approach is simply an outgrowth of some fundamental beliefs including (1) ALL organizational strengths are good (and should therefore be maintained), and (2) that they will somehow continue to remain our strengths over time. Ao olhar para a conjugação das Oportunidades com as Forças, uma empresa estabelece a base para a narrativa sobre como vai ter sucesso, descrever o funcionamento da empresa e do seu ecossistema da procura no futuro desejado.

Depois, ao confrontar a realidade actual com o futuro desejado, uma empresa tanto aposta em colmatar gaps das Fraquezas, como na minimização das Ameaças. O plano operacional que implementa e executa a estratégia, tem de actuar a este nível; contudo, tem também de melhorar aquelas Forças alinhadas com a estratégia e que contribuem para chegar ao futuro desejado. Por exemplo, empresa que já tem uma marca pode decidir potenciar ainda mais essa marca

Mongo e a Saúde

Já por várias vezes aqui referi a que é que nos leva a ausência de pensamento estratégico na saúde pública, e privada também, por exemplo aqui, "Monho e a Medicina"

Por isso, é com um sorriso que encontro este texto tão ao jeito de Mongo e das sociedades que vão prosperar no século XXI:

Acerca da evolução do desemprego

Em plena espiral recessiva temos "Taxa de desemprego em Portugal desce pelo sexto mês consecutivo".
.
Os critérios usados pelo Eurostat são diferentes dos do IEFP; contudo, se calhar os valores do desemprego de Setembro de 2013 vão ser inferiores aos valores do desemprego em Setembro de 2012, uma descida homóloga que não se via desde há muitos meses... ou talvez não, com o afluxo de professores que não arranjaram colocação.

Estratégia não é...

Uma versão da via negativa aplicada à estratégia, ou seja, o que é que a estratégia não é:
"1.They define strategy as a vision. Mission and vision statements are elements of strategy, but they aren’t enough. They offer no guide to productive action and no explicit road map to the desired future.

2.They define strategy as a plan. Plans and tactics are also elements of strategy, but they aren’t enough either.

BTW, neste tópico sobre as escolhas "But it is only through making and acting on choices that you can win.", é fundamental pensar no timing. Ás vezes, é preciso esperar que algo apareça, que algo aconteça. Escrevi isto influenciado por isto:
"Para já, Costa não sabe o que há de fazer. Espera um dia em que tudo se torne mais claro."
E isso, levou-me a isto:
