Vamos ver qual é o passo seguinte

Recordo muitas vezes uma série de documentários semanais que passaram na RTP nos anos oitenta e que divulgavam o conteúdo do livro "A Terceira Vaga" de Heidi e Alvin Toffler.



Por exemplo, foi nesse livro que li pela primeira vez a referência à "cottage industry" (aquilo a que chamamos hoje de teletrabalho). Dos documentários recordo um episódio em que os autores, de certa forma, "gozavam" com as instituições que herdámos do século XX e que não acompanham o ritmo da vida no século XXI. Por que o trago aqui? 

"Em contraste, houve um conjunto de profissões nas quais o decréscimo das ofertas de emprego superou a fasquia dos 90% trabalhadores manuais de artigos têxteis, couro e materiais similares, trabalhadores de vidro de ótica, salineiros, fogueteiros, revestidores manuais e escolhedores, trabalhadores qualificados da floresta e similares, técnicos e assistentes de veterinários, operadores de máquinas para o fabrico de produtos têxteis, de pele com pelo e couro.
O setor do couro, vestuário e têxtil tem sido dos mais afetados pelo desemprego, o que é explicado pela quebra das encomendas motivada pela conjuntura internacional."

Ontem, no mesmo ECO li "Novo contrato coletivo no setor do calçado aumenta salários em 4,2%".

Acrescento os dados sobre o crescimento homólogo do desemprego em Julho, publicados pelo IEFP, e que referem um crescimento superior a 15% no sector "Indústria do couro e dos produtos do couro".

Num momento de retracção da procura, de encerramento de empresas, aumenta-se o salário. Se é para desbastar o sector e matar as empresas menos produtivas, é uma opção política. Se é para depois aplicar a ajuda do Chapeleiro Louco... mal!!!

Recordar Acham isto normal? Ou a inconsistência estratégica! Ou jogar bilhador como um amador!

.Em vez de deixar o mercado agir ...

Umas lições que aprendi na segunda década deste século, (Fazer o by-pass ao poder):

Stressors are information!

Estamos viciados em pedir às instituições que mascarem a realidade (os bancos centrais que descarreguem dinheiro na economia), depois a realidade regressa com a força redobrada e ...

Outro exemplo, "Produtores de vinho apreensivos com ano desastroso em Angola devido a queda do kwanza". Em vez de deixar o mercado agir ... uns produtores fechariam, recursos seriam redireccionados, e o futuro seria construído, temos "Europe Drowns In Wine As EU Adopts "Crisis' Measures To Rescue Producers":

"Wine production on the continent increased 4% last year compared with the previous year, while wine stocks were 2% higher versus a five-year average. The drop in wine demand was the most significant in Portugal, down 34%. Demand also tumbled 22% in Germany, 15% in France, 10% in Spain, and 7% in Italy."

Problemas sistémicos

Em Mateus 7:16-19 pode ler-se:
"É pelos seus frutos que os hão de reconhecer. Porventura podem colher-se uvas das silvas ou figos dos cardos? Portanto, a árvore boa dá bons frutos e a árvore má dá maus frutos. Assim pois, uma árvore boa não pode dar maus frutos e uma árvore má não pode dar bons frutos. Toda a árvore que não dá bons frutos corta-se e deita-se ao fogo."

Olhar para a performance do país como um todo:

  • Dívida
  • Estado do SNS
  • Estado da educação
  • Estado da ...
  • Emigração jovem
  • Carga fiscal
  • Aproximação do salário mínimo ao salário médio
  • ...
E concluir que a árvore não dá bons frutos.

Resposta rápida, simples e ... errada: A culpa é dos portugueses.

"Why do people repeat the same unsuccessful behavior in organizations? Why do certain problems in organizations seem to appear again and again? Why aren't improvement actions leading to the expected results? What is probably going on is that the improvement actions are anti- systemic, acting on independent problem events without paying close attention to their relationships and deeper causes.

An organizational design includes, among other things, decisions about the division of work and the assignment of responsibility among units. When units coordinate to get the job done, they create complex interactions and feedback loops- the system's structure-that generate the observable recurring problems.

When you see how the system of work constrains people’s behavior, you realize that the recurring problems are mainly due to the system, not to the people themselves. Thus, working on the people when the problem is actually systemic in nature is not the right path to go down.

...

The basis for agility is an environment of exploring new possibilities for improvement. Such an environment cannot overly constrain people's exploration with detailed procedures and rules because that reduces the space for innovative ideas -precisely the opposite of what is needed. Instead, management needs to support self- organization by establishing a few simple rules, a clear goal, and short feedback loops."

Uma saudade enorme ...

Ontem, ao rever o capítulo 8 de "ISO 9000 Quality System Handbook" de David Hoyle – Seventh Edition - 2018, encontrei esta imagem:

E foi uma saudade enorme do início do século onde aprendi tanto sobre o pensamento sitémico com esse autor. Por exemplo:

É tão fácil e instintivo bater no bombo da festa... (parte III)

Parte I e parte II.


A propósito deste feito (Lisboa-Faro em 100 minutos de carro), deixem-me terminar esta série sobre o "sharp end", o condutor, e o "blunt end", a personalidade em causa na foto. 

Imaginem que havia um acidente, imaginem que matavam ou morria alguém, imaginem que havia um inquérito às causas do acidente.

Facilmente recolhem elementos acerca da velocidade a que o bólide circulava. Facilmente relacionariam o acidente com o excesso de velocidade. Quem conduzia o bólide? A personalidade? Não!!! Quem conduzia o bólide? Quem tinha o pé no acelerador? O condutor!!!

Imaginem artisticamente um diálogo deste tipo:

- Tenho de estar em Faro daqui a hora e meia! (um objectivo)

- Hora e meia para fazer 280 km!!! E as multas? (outro objectivo, evitar multas)

- Tenho de estar em Faro daqui a hora e meia! (um objectivo)

- E a segurança? Circular a tão alta velocidade durante tanto tempo é perigoso! (outro objectivo, segurança)

- Tenho de estar em Faro daqui a hora e meia! (um objectivo) E há mais candidatos na sede do partido para serem condutores (assumo aqui que o condutor é um militante e não um motorista do governo)

Pensamento do condutor: Não posso perder esta oportunidade de servir a personalidade, se fizer um bom serviço consigo uma cunha para aquele lugar na junta de freguesia) (outro objectivo)

Estão a ver o que escrevi na parte I?

"fez-me recordar várias situações onde visualizei os trabalhadores sujeitos a objectivos conflituantes e a constrangimentos impostos pelo "blunt end" mas que nunca são referidos quando há um acidente."

Agora vocês são os investigadores têm de responder a perguntas objectivamente:

  • quem ía ao volante?
  • alguém obrigou o condutor a circular a alta velocidade?

 Agora pensem nas situações que acontecem todos os dias em linhas de produção, em armazéns, em salas de design, em blocos operatórios, nos serviços de limpeza de um centro comercial... tantos bombos da festa ... óptimos para arcar com "culpa", com responsabilidade.

Coitada da personalidade, da chefe, do director, da encarregada, postas em perigo ou em cheque por uns irresponsáveis que não cumprem as regras

É tão fácil e instintivo bater no bombo da festa... (parte II)

Parte I.

Ainda acerca do capítulo que ando a ler, após recomendação de Karl Weick, "13 Operating at the Sharp End: The Complexity of  Human Error" de Richard I. Cook e David D. Woods, mais uns trechos acerca dos bombos da festa:

"These are situations in which practitioners have the responsibility for the outcome but lack the authority to take the actions they see as necessary. Regardless of how the practitioners resolve a trade-off, from hindsight they are vulnerable to charges of and penalties for error

The results of research on the role of responsibility and authority are limited but consistent-splitting authority and responsibility appears to have bad consequences for the ability of operational systems to handle variability and surprises that go beyond preplanned routines

...

Together the conflicts produce a situation for the practitioner that appears to be a maze of potential pitfalls. This combination of pressures and goals that produce a conflicted environment for work is what we call the n-tuple bind. ' The practitioner is confronted with the need to follow a single course of action from a myriad of possible courses. The choice of how to proceed is constrained by both the technical characteristics of the domain and the need to satisfy the "correct" set of goals at a given moment chosen from the many potentially relevant ones. This is an example of an overconstrained problem, one in which it is impossible to maximize the function or work product on all dimensions simultaneously. Unlike simple laboratory worlds with a "best" choice, real complex systems intrinsically contain conflicts that must be resolved by the practitioners at the sharp end. Retrospective critiques of the choices made in system operation will always be informed by hindsight."

É tão fácil e instintivo bater no bombo da festa...

A propósito deste artigo, "Morreu de enfarte após três horas à espera nas urgências de Braga" recordei um capítulo que ando a ler, após recomendação de Karl Weick, "13 Operating at the Sharp End: The Complexity of  Human Error" de Richard I. Cook e David D. Woods.

"Studies of incidents in medicine and other fields attribute most bad outcomes to a category of human performance labeled human error.

...

Generally, the "human" referred to when an incident is ascribed to human error is some individual or team of practitioners who work at what Reason calls the "sharp end" of the system.

...

Those at the "blunt end" of the system, to continue Reason's analogy, affect safety through their effect on the constraints and resources acting on the practitioners at the sharp end. The blunt end includes the managers, system architects, designers, and suppliers of technology. In medicine, the blunt end includes government regulators, hospital administrators, nursing managers, and insurance companies. In order to understand the sources of expertise and error at the sharp end, one must also examine this larger system to see how resources and constraints at the blunt end shape the behavior of sharp end practitioners."

Ao ler esta referência ao ""blunt end" of the system" fez-me recordar várias situações onde visualizei os trabalhadores sujeitos a objectivos conflituantes e a constrangimentos impostos pelo "blunt end" mas que nunca são referidos quando há um acidente. O capítulo uso três casos sobre os quais depois discorre.Um deles, se calhar é aplicável ao caso do hospital de Braga:

"On a weekend in a large tertiary care hospital, the anesthesiology team (consisting of four physicians of whom three are residents in training) was called on to perform anesthetics for an in vitro fertilization, a perforated viscus, reconstruction of an artery of the leg, and an appendectomy, in one building, and one exploratory laparotomy in another building. Each of these cases was an emergency, that is, a case that cannot be delayed for the regular daily operating room schedule. The exact sequence in which the cases were done depended on multiple factors. The situation was complicated by a demanding nurse who insisted that the exploratory laparotomy be done ahead of other cases. The nurse was only responsible for that single case; the operating room nurses and technicians for that case could not leave the hospital until the case had been completed. The surgeons complained that they were being delayed and their cases were increasing in urgency because of the passage of time. There were also some delays in preoperative preparation of some of the patients for surgery. In the primary operating room suites, the staff of nurses and technicians were only able to run two operating rooms simultaneously. The anesthesiologist in charge was under pressure to attempt to overlap portions of procedures by starting one case as another was finishing so as use the available resources maximally. The hospital also served as a major trauma center, which means that the team needed to be able to a start a large emergency case with minimal (less than 10 minutes) notice. In committing all of the residents to doing the waiting cases, the anesthesiologist in charge produced a situation in which there were no anesthetists available to start a major trauma case. There were no trauma cases, and all the surgeries were accomplished. Remarkably, the situation was so common in the institution that it was regarded by many as typical rather than exceptional."

Desta vez correu bem, mas podia ter corrido mal e a culpa era de quem?

"The conflicts and their resolution presented in Incident #3 and the trade-offs between highly unlikely but highly undesirable events and highly likely but less catastrophic ones are examples of strategic factors. People have to make trade-offs between different but interacting or conflicting goals, between values or costs placed on different possible outcomes or courses of action, and between the risks of different errors. People make these trade-offs when acting under uncertainty, risk, and the pressure of limited resources (e.g., time pressure, opportunity costs)."

É tão fácil e instintivo bater no bombo da festa... Não consigo esquecer aquele:

"O executivo regional está a oferecer-lhe uma recompensação de 215 mil euros, afirmando que é impossível “descobrir o culpado”

Continua a treta do erro humano

Ontem, duas estórias:

Na TSF, "Ministra rejeita acusações de "berros" e "bullying" contra funcionários de Loja do Cidadão":

"Alexandra Leitão, ministra da Modernização do Estado e da Administração Pública, é acusada pelo Sindicato dos Trabalhadores dos Registos e Notariado de ter "destratado" os trabalhadores de uma Loja do Cidadão, dados os tempos de espera registados no serviço. 

...

"A senhora ministra, tanto quanto sabemos, começou aos berros contra os funcionários, porque havia filas, porque um senhor estava à espera há 11 horas para ser atendido..."

No Jornal de Notícias, "Jovem trocada à nascença em 2002 pede indemnização de três milhões de euros":

"Em 2002, no antigo hospital de São Millán, em Logroño, duas bebés, nascidas no mesmo dia, com apenas cinco horas de diferença, foram trocadas depois de terem passado pela incubadora porque nasceram abaixo do peso. Nesse momento, devido a um erro humano, as recém-nascidas ainda a ganhar forças nos berços 6 e 7 foram trocadas. 

...

Uma das duas meninas, agora jovem, descobriu o escândalo graças a um teste de ADN que confirmou não ser filha dos supostos pais. A mulher de 19 anos decidiu denunciar a situação ao departamento de saúde de La Rioja, a quem pede uma indemnização de três milhões de euros por danos morais. O executivo regional está a oferecer-lhe uma recompensação de 215 mil euros, afirmando que é impossível “descobrir o culpado”.

Recordar o que já escrevi aqui sobre a treta do erro humano (alguns dos postais):´

Chamo a especial a atenção para o postal de 2006:
"As instituições que, analisando um qualquer acidente, se ficam pelo modelo de “culpa individual” perdem a possibilidade de alterar o “sistema” e melhorar a segurança pela introdução de novas políticas que tornem novos erros menos prováveis. Ao punir, simplesmente, um indivíduo a organização nega de forma subliminar a sua responsabilidade no evento negativo, mas não o corrige verdadeiramente. É o princípio da negação dos acidentes, que caracteriza as organizações demasiado burocratizadas e sem abertura a qualquer processo de inovação regenerativa. Face a um acidente que ocorre, a tendência é isolá-lo, punir o responsável mais directo, impedir a divulgação do facto e, seguir em frente, após ter tomado medidas limitadas a nível local."

37:32 - Kathy I'm wondering what Sanae Charro's general take on after somebody or an organization has screwed up in punishment well I mean they try not to punish the individual I mean the the whole thinking and somebody talked about the Swiss cheese model the idea that generally there's not one single single cause of accidents so in many organizations they try to not punish the individual at the sharp end of the stick of course that doesn't always happen but for example hospitals the hospitals that I know about say emergency departments and and intensive care units they're trying to understand the systemic components that contribute to errors rather than punishing a single individual now you know there are political consequences and and other consequences to that so it's sometimes difficult to implement but I think I think organizations are really trying to get away from punishing individuals that's not to say that there aren't times when there is malfeasance or is or there is some actual bad behavior and I think some people have written about that in those cases then you of course you have to punish people if that is the case but just for for events that occur that were unexpected and they don't necessarily one person wasn't the cause they're generally trying not to punish people"

"we do not have to change the whole system, but choose where energy goes"


Ontem comecei a ler "How do we know where there is potential to intervene and leverage impact in a changing system? The practitioners perspective" de Anna Birney.

Reparem nestes trechos:
"Our predominant way of seeing and acting in the world does not take into account that the world is dynamic, changing and systemic; so we act or intervene by trying to over simplify, control and manage any complex dynamic.
...
“The world is a complex, interconnected finite, ecological-social-psychological-economic system. We treat it as if it were not, as it were divisible, separable simple and infinite. Our persistent, intractable, global problems arise directly from this mismatch”.

This is the premise behind the need for systems change practices: we need to work with the way the world works, as a complex adaptive, social, physiological, ecological, connected world. If we accept this premise, it has implications for how we understand the world’s challenges as well as giving insights into how we might work with energy and dynamics to cultivate systemic change.
...
means that if we change something at the smaller level – and play into the wider pattern – we can have an effect at changing the dynamics on a larger scale. If we place new dynamics and patterns at one scale it can have an effect at wider levels. This is important when we start to understand the potential for intervention, as we do not have to change the whole system, but choose where energy goes; our catalytic ability as change makers might start to work with the nested dynamics of change."

Ao ler isto pensei em "virar a mesa" e em como uma situação pantanosa actual pode ser um resultado perfeitamente normal de algumas decisões a um nível básico, com impacte tremendo em vários níveis acima do sistema.

Tão fácil pensar na produtividade portuguesa, no desempenho da economia portuguesa, como o resultado perfeitamento normal de um conjunto de relações.

O problema de usar o pensamento científico para resolver desafios estratégicos

Um texto sobre o problema de usar o pensamento científico para resolver desafios estratégicos. Recordo o exemplo da Viarco e o exemplo dos muggles:

"where do the key facts of strategic thinking reside? In the future.

Of course, solving strategic issues relies on facts from the past and the present too, but the most critical data you need for resolution does come from the future. And that’s why, the more strategic the issue we are trying to solve, the less likely the [Submarine of] Analytical Research is going to work. The more strategic the problem you are dealing with, the less applicable the Submarine route becomes.

The horizontal route relies heavily for its success on the availability of data, in both quantity and quality. And when you look to the future, which is where most of strategic thinking operates, data is going to be scarce and often highly unreliable. We’ll see shortly how the third route to Completion compensates for that.

...

So the horizontal, Submarine route is the preferred problem-solving method of smart, analytical people. And strategy and strategic thinking are commonly held to be some of the smartest problems around. Yet the horizontal route doesn’t work very well to solve such strategic issues. How ironic. The problem-solving method most beloved of eggheads doesn’t work for the most egghead of problems!

That’s because it’s impossible to solve the future using just hard facts, since there are no hard facts in the future, just hidden possibilities. The future can’t be analysed; it can only be created."

Portugal é isto...


"Há quem invoque que a subida do SMN seria um bom contributo para o aumento do PIB, pois promoveria o consumo. No entanto, está por provar que o aumento dos rendimentos mais baixos (com a mais elevada propensão marginal ao consumo) se consubstancia em consumo de valor acrescentado nacional e não em bens importados. Ora, admitindo que os mais carenciados escolhem com base em preço e sabendo que a maioria do consumo marginal destes agregados se dirige à alimentação e bebidas, uma vez que somos deficitários neste sector da balança comercial, então o aumento do SMN poderia não ser assim tão relevante neste aspeto."
Trecho retirado de "O salário ínfimo" de João Duque e publicado no Expresso Economia de ontem.

Imaginem um par de sapatos que sai da fábrica a 3€, quantos milhares de sapatos terão de ser produzidos, com que produtividade, para poder suportar os trabalhadores de uma empresa de calçado a operar em Portugal?

Imaginem um par de sapatos que sai da fábrica a 30€, quantos milhares de sapatos terão de ser produzidos, com que produtividade, para poder suportar os trabalhadores de uma empresa de calçado a operar em Portugal?

Em 2019 as empresas portuguesas de calçado e afins exportaram cerca de 1846 milhões de euros a um preço médio de 26 USD o par. Em 2019 Portugal importou 863 milhões de euros em calçado a um preço médio de 11 USD o par.

Em 2019 as empresas portuguesas de mobiliário e afins exportaram cerca de 2004 milhões de euros. Em 2019 Portugal importou 1217 milhões de euros em mobiliário.

As empresas portuguesas nos sectores exportadores são PMEs, para pagar salários a portugueses têm de trabalhar para o segmento médio-alto. Uma empresa exportadora que trabalhe para o segmento mais baixo não consegue massa crítica para pagar os salários. Já aqui escrevi, sobretudo depois de tiradas de Paulo Portas e de João Duque, que é irrealista e simplório pensar que se podem substitir importações havendo know-how e capacidade produtiva em Portugal. Nós exportamos produtos "caros", e importamos produtos baratos para serem consumidos pelos trabalhadores que fabricam os produtos "caros", mas não têm poder de compra ou interesse em gastar uma certa quantidade do seu orçamento em produtos "caros".  Desviar capacidade produtiva para produzir artigos baratos, para que não sejam importados... é estupidez que tem larga aceitação entre políticos e académicos. Gente sem skin in the game.

Ainda há tempos escrevi sobre a estupidez das conservas: "Como se pode ser tão burro e cometer sempre os mesmos erros???" ao qual acrescento: "Não é ciência de foguetões, mas eu sou um anónimo de província".

Portugal é isto, é este pensamento, é esta ligeireza, de gente que "ideia", mas não pensa. De gente que emite opinião, mas "“Nós não estudamos até ao fim todas as consequências das medidas que sugerimos” (III)". Portugal é este paraíso de jogadores de bilhar amador de crentes na economia como ciência newtoniana. Portugal é esta falta de escrutínio, é esta falta de consequências para quem emite opinião e falha redondamente. Portugal é este paraíso para os Joãos Cravinhos deste mundo, onde prometem um resultado, ocorre o oposto e ninguém os compele a retratarem-se: No passa nada!

Talvez por isso, tenhamos a carga fiscal que temos e se façam capas de jornal com a deplorável qualidade das estradas ou com os inúmeros calotes do estado/governo aos seus fornecedores.

Portugal é esta ligeireza inconsequente para os emissores de opinião, um país pouco recomendável.

Como se pode ser tão burro e cometer sempre os mesmos erros???


Os gregos antigos diziam que ter memória era um castigo dos deuses.

Por vezes, deparo-me com situações tão parvas que não percebo como ninguém, a começar pelos so-called jornalistas, aponta o dedo e revela o como o rei vai nú.

Lembram-se do leite e do karma?

A APROLEP desenvolveu uma campanha para reduzir as importações de leite, esquecendo que Portugal exportava mais leite do que aquele que importava. E mais, exportava leite a um preço mais alto do que o praticado em Portugal. Na base dessa campanha estava a identificação clara do país de origem do leite nas embalagens. A campanha teve sucesso e... as exportações de leite cairam porque os consumidores nos países importadores deixaram de escolher leite português.

São os famosos jogadores de bilhar amador que só pensam na próxima jogada e esquecem as suas consequências.

Hoje, encontro outro terrorista. No Jornal Económico de hoje aparece o artigo "Conservas querem substituir 200 milhões de importações".

Como começa o artigo?
"O setor nacional das indústrias de conserva de pescado valeu no ano passado cerca de 323 milhões de euros, dos quais cerca de 70%, 226 milhões de euros, respeitaram a exportações, num total de 43 mil toneladas. “No último ano, as exportações tanto em quantidade, como em valor, diminuíram cerca de 5%,"
O que faz a Associação Nacional dos Industriais de Conservas de Peixe? Em vez de se concentrar no aumento das exportações, resolve concentrar os seus escassos recursos no ataque às importações. Como se pode ser tão burro e cometer sempre os mesmos erros???
"No entender deste responsável, “para a indústria nacional será muito fácil substituir as importações, uma vez que não é um problema de capacidade produtiva, mas sim de estratégia comercial, dos canais de distribuição”.
Se cada português, nas suas compras, substituir dez latas de conservas importadas por dez conservas nacionais por ano, a economia portuguesa tem um incremento de 60 milhões de euros, criando inúmeros postos de trabalho.""
Porque não olham para os números? Os portugueses importam produtos baratos e exportam os produtos mais caros. Olhando para os dados de 2016, o kg de conserva importada era cerca de 73% do kg de conserva exportada.

Quando é que esta gente percebe que volume e quota de mercado não é o objectivo. O objectivo é o lucro!

Not jumping to ill-informed solutions

Parte I.
"You’ll never get past the tendency to leap to solutions. But there are ways to fight the tendency, to promote deep analytical thinking instead of Jumping. Here’s a four-step process to help you activate your inner Analyst and keep you from jumping to ill-informed solutions.

1. Go and SeeIt’s easy to jump to conclusions — and lousy solutions — when you don’t have a clear picture of what’s actually happening. And you can’t have a clear picture if you don’t leave your desk, your office, or your conference room. [Moi ici: Isto pôs-me a pensar seriamente... sobre as auditorias remotas ou e-audits] Unfortunately, that’s where most leaders live.

Taiichi Ohno was the father of the Toyota Production System, or what is now known as ‘lean’. As described in The Birth of Lean,
[Ohno] never rendered judgment simply on the basis of hearing about something. He always insisted on going to the place in question and having a look.
.
Ohno said, “Data is of course important in manufacturing, but I place the greatest emphasis on facts.” Gathering facts comes from close observation of people, of objects, of spaces. By contrast, spreadsheets, reports, and anecdotal accounts are not facts. They’re data. They’re two-dimensional representations of reality, which makes it easy to jump to conclusions.

Data tells you how often a machine breaks down on an assembly line. Facts — direct observation—show you that the machine is dirty, covered in oil, and hasn’t been cleaned and maintained in a long time."
This is how organizations, normally, see the world:
A place full of unexpected results conspiring against its existence and success.

But, if we digg a little deeper...
We always find an invisble system with its own agenda. Worst, we find nests of invisible cycles conspiring against the oficial agenda.

And what is interesting is ... like in that Alien movies: The evil (the xenomorph) was inside Ripley all the time.

As a rule of thumb always think on this:
Always look for short-term gains that deliver long-term costs.

Results are a natural outcome of how organizations work and manage. Some times it is just a rule, just a small practice, that derails the entire system.

Can you imagem the power of that bonus?
Delivering above target savings is something desirable and very tangible. Seeing that the management behind that delivers:

  • Raw materials that arrive to late and have to bypass quality control;
  • Raw materials that don't pass quality control;
  • Raw materials that don't arrive.
Takes a deeper and analytic look. Takes not Jumping into the simple, obvious and wrong.

2. Frame It ProperlyFraming the problem properly is the first step on the road towards finding the right solution. Problem statements are deceptively difficult to get right. For one thing, it’s easy to mistake the symptoms for the underlying problem. The Jumper inside you gravitates towards symptoms. They’re easy to see and comparatively easy to address. It’s the Analyst inside you that has the cognitive power to find the root cause of those symptoms, and to really fix the problem. [Moi ici: Recordo estar em Abril de 2019 a olhar para as reclamações recebidas por uma empresa e, constatar que em apenas 3 meses já tinham tido 8 reclamações com o mesmo motivo. Olhando para o tratamento de cada reclamação, percebi que cada uma tinha dado origem a uma acção correctiva. No entanto, já iam em 8 reclamações em três meses. Quando pesquisei o conteúdo de cada acção correctiva descobri que a acção era sempre a mesma, porque a causa identificada era sempre a mesma: erro humano. Erro humano não é causa nenhuma. As causas-raiz costumam estar bem escondidas. Daí que uma investigação para as encontrar não seja fácil. Daí que eu não proponha que se desenvolvam acções correctivas por tudo e por nada, para que quando faça sentido se use a artilharia como deve ser.]

How many times have you heard something like this (or said it yourself)? ‘The problem is that we don’t have enough time to do….’ Or, ‘The problem is that we need more money so that we can….’ Or, ‘The problem is that we don’t have enough people for….’

These sound like legitimate problems, right? Not really. The truth is you never have enough time. You never have enough money. And you never have enough people.
...
A well-framed problem statement opens up avenues of discussion and options. A bad problem statement closes down alternatives and quickly sends you into a cul-de-sac of facile thinking. [Moi ici: Erro humano...]  Consider these two problem statements:
  1. Our sales team needs more administrative support.
  2. Our sales team spends six hours per week on low-value administrative tasks.
Although you hear this kind of framing often, notice that the first statement isn’t really a problem at all. It’s a solution.

The only possible response to needing more administrative support is to hire more administrative support. What’s the solution to the second problem statement? It’s unclear — which is good! The second problem statement pushes us to think analytically. The observable fact (six hours) rather than the implicit judgment (we need more admins) raises other questions that help us develop better solutions: why do they have six hours of administrative tasks in the first place? How can we make the tasks faster? Can we use a computer? Can we use checklists and templates to reduce the burden? Are they actually necessary? Can we eliminate some of them entirely? If you see that your problem statement has only one solution, rethink it. Reframing the problem can help you avoid conclusion-jumping."

Mergulhar no iceberg

Saltar do ram-ram habitual, fugir da superficialidade dos eventos desgarrados e mergulhar no iceberg

"Our actions are most likely to revert to what is habitual when we are in a state of fear or anxiety. Collective actions are no different. Even as conditions in the world change dramatically, most businesses, governments, schools, and other large organizations, driven by fear, continue to take the same kinds of institutional actions that they always have. This does not mean that no learning occurs. But it is a limited type of learning: learning how best to react to circumstances we see ourselves as having had no hand in creating. Reactive learning is governed by "downloading" habitual ways of thinking, of continuing to see the world within the familiar categories we're comfortable with. We discount interpretations and options for action that are different from those we know and trust.
All learning integrates thinking and doing. In reactive learning, thinking is governed by established mental models and doing is governed by established habits of action.
.
 We act to defend our interests. In reactive learning, our actions are actually reenacted habits, and we invariably end up reinforcing pre-established mental models. Regardless of the outcome, we end up being "right." At best, we get better at what we have always done. We remain secure in the cocoon of our own worldview, isolated from the larger world.

All learning integrates thinking and doing. All learning is about how we interact in the world and the types of capacities that develop from our interactions. What differs is the depth of the awareness and the consequent source of action.

Deeper levels of learning create increasing awareness of the larger whole—both as it is and as it is evolving—and actions that increasingly become part of creating alternative futures.

If awareness never reaches beyond superficial events and current circumstances, actions will be reactions. If, on the other hand, we penetrate more deeply to see the larger wholes that generate "what is" and our own connection to this wholeness, the source and effectiveness of our actions can change dramatically."

Por que será que isto acontece?

Uma das ferramentas que uso há muitos anos no meu trabalho com as empresas é a dinâmica de sistemas. Quando em 1999, em San Francisco, numa daquelas lojas de aeroporto, comprei o livro "The Fifth Discipline" de Peter Senge, nunca pensei que viria a ser tão importante.

Há dias, por causa de um artigo no Jornal de Notícias publiquei este tweet:

É um desafio há muito documentado e representado nos textos sobre dinâmica de sistemas:

Entretanto, ontem no Público, foi bublicado este artigo "Por uma nova travessia do Tejo".

Isto faz-me lembrar aquela revista do grupo Impresa que, número sim número não, traz artigos sobre viagens e férias em paraísos tropicais, e número não número sim, traz artigos sobre o aquecimento global e o apocalipse climático.

Estes jornais alternam entre a emergência climática e a expansão da pressão do automóvel. 

Por que será que isto acontece?

IV - Nonconformities, corrective actions and even preventive actions

The fourth video on our series about doing more than just complying with ISO 9001:2015.

Organizations should separate nonconformities treatment, and improvement actions. They are two different things with different time pressure, and different purposes.

Improvement does not come just because we have nonconformities, improvement also comes from trend analysis, even when there is no nonconformities behind.

A conspiração da realidade

A amarelo as mudanças de produto na linha de produção. Uns produtos com mais produtividade física do que outros. Cada mudança de produto implica paragens para setup.

A verde a ocorrência de avarias que implicaram paragens de produção.

A azul a ocorrência de faltas de pessoal que implicaram impacte na produção: falta de pessoal para produção ou para fazer setup.

A laranja a ocorrência de faltas de matéria-prima.

Olhar para a evolução do desempenho ao longo de um período, olhar para o somatório de ocorrências. Será que faz sentido olhar para os eventos como azares que ocorrem, ou como produtos naturais, expectáveis, previsíveis, decorrentes da forma como uma empresa planeia e desenvolve a produção, compra, trata os seus trabalhadores e cuida dos seus equipamentos.

É nestas circunstâncias que falo da conspiração da realidade e me recordo de Artur Jorge:
