BSC e QFD

O leitor deste blog que assina "aranha", enviou-me este artigo "Building balanced scorecard with SWOT analysis, and implementing "Sun Tzu's The Art of Business Management Strategies" on QFD methodology"", da autoria de S.F. Lee, e Andrew Sai On Ko, publicado na revista "Managerial Auditing Journal" (2000. Vol. 15, Iss. 1/2; pg. 68)


Concordo com, e sublinho, o que os autores escrevem sobre o Balanced Scorecard:


"... the BSC remains a means of effectively measuring strategy rather than a means of deciding strategy", e ainda "The BSC does a great job in strengthening the link between customer improvement initiatives and the organization's strategy. However, the BSC does not indicate how new customers and markets can be identified." Por fim "... by linking the BSC to the quality function deployment (QFD), the entire "hows" can be identified."


Em Julho passado, esta ideia de conjugar o BSC e o QFD já me tinha ocorrido aqui.


Gostei, também, deste sublinhar da necessidade de nos concentrarmos nos resultados:


"Policy management, therefore, is a strategy to ensure results by focusing on the means as opposed to measuring performance after the fact.
Policy management will take the form of a business plan to overlay existing systems and transform management focus from results to the means of achieving the results. Policy management is structured as a method to achieve company business or policy objectives. The means to achieve becomes the primary focus and results measure only how well policy management was carried out."


Agora, se tiver a oportunidade de dar uma vista de olhos a uma das referências que os autores nomeiam: "The TOWS Matrix - A Tool for Situational Analysis" de Heinz Weihrich, compreenderá, certamente, porque é que eles pensaram nesta opção do QFD.


O artigo de Weihrich é demasiado asséptico, basta aplicar a ferramenta et voilá... e os clientes?
É quase como um clube de futebol ser dirigido por um banco, pode não perder muito dinheiro, mas ganhar jogos, que é o essencial... já é muito duvidoso. E devem ter-se lembrado de Sun Tzu, não só por ser compatriota, mas por causa da falta de algo, que a simples ferramenta (muito útil, apesar de tudo) não dá.
